The Central Valley is optimal for next generation designs (travelling wave, liquid molten salt, and even current steam generation types). The power to source ratio is more than petroleum, coal, solar, or wind combined!! Once you really dive into the economics and consider overall safety, return to community, quality of life, and national security/energy independence its quite clear nuclear power should be considered a major tool in the "tool kit". Check out Bill Gates' website and ongoing efforts to relaunch a new generation of nuclear power projects among other companies out there fighting these uphill battles! I could only think of two points that you did not make in your post which would have supported your arguments against the sales tax increase:<br />1. The large majority of the surface water used by agriculture in the five-county Blueprint area is already subsidized by taxpayers. Do wealthy farmland owners in that area need or deserve another taxpayer-funded subsidy, especially one that would be regressive?<br />2. While many of those who would benefit most from the proposed sales-tax increase are indeed “Wealthy Out-of-Valley Landowners,” you could have mentioned that many of those prosperous farmland owners are actually large corporations. Many of those corporations are headquartered outside the San Joaquin Valley, because their principal owners live outside the Valley. And some of these large agricultural corporations are effectively working with State and local government agencies, local water districts, and farming groups to invest in projects to reduce their regions' dependence on imported water. This is being done thru the Integrated Regional Water Management process, helped by significant voter-approved bond funding. Unfortunately at the last Stakeholder Engagement Committee (SEC) Meeting July 22, DWR's Carrie Buckman reported on Alternatives "Considered." (I added the quotes around "Considered" because they are giving great alternatives the same lip service they did in WaterFix.) In particular, they threw out Garamendi's "A Plan for All of California" because of the reduction to a 3,000 CFS pipe (not enough water - dah) and "forgot" to list the rest of his plan which included desalination, recycling, etc., etc. They also rejected the real alternative - Desalination, Recycling and Conservation, and Investing in levees and improved fish screens and technology. Their "filter" includes the scare tactics - earthquake, levee failure, etc. - but fails to consider that in the case of a major earthquake, the tunnel isn't designed to withstand it either. A MAJOR earthquake would do more damage than bring in salt water, as you point out. The ONLY safe water supply is to have local supplies (desalination, etc.) Plus local supplies meets the requirements of the Delta Reform Act and Delta Plan to "Reduce reliance on the Delta through Regional Self-Sufficiency." I would like to know what sort of Voluntary Settlement Agreements there will be for people who lose their homes to unitended consequences of the project and how many $billions are going to be set aside in a fund to pay for legitimate claims that arise during the 9 or so years of construction - without requiring regular homeowners and farmers from having to sue to get their property rights treated as something of value.
